Under the Health and Community Services Complaints Act 2004 (external site), community services include:

  • helping people in poverty, distress, or hardship
  • providing emergency relief or support
  • caring for or protecting children at risk (as defined in the Children and Young People (Safety) Act 2016), including services that:
    • respond to child-at-risk notifications
    • investigate cases and take follow-up action.
  • helping social advancement for disadvantaged groups
  • administration directly related to these services.

  • community support or care
  • emergency accommodation or financial assistance
  • accommodation or support for socially disadvantaged people
  • counselling, advice, or community information
  • community advocacy, self-help, or mutual aid.

  • job search or employment training services
  • services provided by Housing SA (including SA Housing Trust and SA Housing Authority), except complaints about staff behaviour.
